International congress «Top Grain – 2009»

On the threshold of «Agritechnica 2009»

The first independent international congress for crop producers of Ukraine «Top Grain-2009» was held in Kiev, October, 3. Significant support and assistance in organizing the event was provided by Syngenta (exclusive sponsor), DLG (founder and organizer of Agritechnica and EuroTier exhibitions), Pottinger, Ingo- Ukraine, and BioOil companies.

The main goal of the Congress was to create a strong platform for effective exchange of information, coverage of «hot» issues and most importantly, to initiate effective consolidation of crop producers to jointly solve the most urgent problems.

Leading experts from Ukraine and from abroad were invited to participate in the Congress. Visitors of the Congress were especially interested by the reports of the leading experts in market analysis Christian Bikert and Heinz Shtrubenhoff (Germany). Both experts are unanimous that Ukraine has all the conditions to take a leading position in crop production export, moreover, it has another important advantage of geographical location, which is close to major importing countries. The experts have shown that prices for agricultural raw materials will for sure increase, but not before the end of 2009.

In today’s context the speech of Tomas Tromer (Denmark) was really important. He revealed possible mechanisms and results of investment funds involving, underlined the pros and cons of investment conditions in Ukraine. Among the negatives there are not very favourable legal and financial circumstances. To restore the normal acreage in Ukraine it is necessary to spend 3–6 years, long stabilization period and only then to expect the period of income. Our legislation provides an agreement for up to 20 years, so large investors go to neighbouring Russia, where the duration of such agreements is for up to 49 years, although land quality is worse.

One of the most burning questions was revealed by Andriy Talama (the head of legal department of J&L Consulting LTD, Ukraine), who described three possible scenarios after the abolition of the moratorium on land sale. But most likely, according to the expert, none of these scenarios will be implemented until the end 2012 because of the political situation in Ukraine.

The entire unit of the Congress was devoted to technology. The reports by Olexiy Serhiyenko, Heorhiy Maksymchuk («GeoAhroKonsalt»), Ivan Svydanyuk (Agrarian Sciences Institute of Agriculture) and Johann Tatzber («Agroconsulting GmbH», Austria) made even the most sceptical farmers to agree that the difference between the concepts «I know all about it» and «I apply all of this» generally decides whether farming will be efficient and profitable. There was a great opportunity for farmers to find out where to look for reserves, whether it is possible to use credits and how to do this effectively (Ludmila Bondarenko, «Index Bank»); how to protect your business at the same time (Alexander Alyeksyeyenko, «Volkov and Partners») and to minimize risks (Yuriy Zolotar, «Insurance company «TAS», Ukraine).

A report by Tatiana Adamenko (head of the agrometeorology department, Met Office of Ukraine) showed that for the next 30 years Ukraine will still experience favourable climatic conditions for agriculture.
